The Southern Illinois Health & Wellness Insurance Trust (“SIHWIT”) was established in 2005 and currently provides health benefits to three Illinois school districts and two cooperatives. Each school district and cooperative appoints administrative and teacher representatives to serve as Trustees. The Trustees have a strong history of working collaboratively to protect the best interests of the beneficiaries of the Trust.

The Trustees retain professionals, including an actuary, auditor, insurance consultant and legal counsel, to safeguard the integrity of the Trust. The Trustees are interested in expanding membership in the Trust to school districts and cooperatives that share their commitment to wellness and financial prudence.

Guiding Principals

SIHWIT has been providing insurance to school districts with a self-funded program since September 1, 2005.

The trust will provide pertinent monthly data to each district to include premium/claim analysis and current financial status.

Each district will have two representatives: one from the administration and one from the certified staff with equal voice and vote to establish plan design and premium cost.

The trust will employ the very best consultants and attorney to advise the Board on insurance trends, law, best practices, and best plan benefits at lowest premium cost.

The trust will employ an administrator to facilitate employee health insurance related concerns and questions. Valerie Palmer currently serves as the Trust Administrator and is always available to assist employees of the participating districts with claim issues or questions about the plan.

The trust will be a leader in employee wellness. By controlling claims, the trust will control costs. Every year the Trust sponsors a wellness screening that is offered to every employee. This screening is offered free of charge to the covered employees and their covered spouses.   The Trust also publishes a monthly newsletter and offers other wellness incentives.

Financial Stability. The Trust’s financial stability provides each participating school district and cooperative with a strong foundation for the future.

• Rating Philosophy. Upon entry into SIHWIT, each school district is rated separately based upon their own experience and demographic date. Each district’s rate structure and claim experience is transparent to the other school districts. Monthly claims and financial reports are provided to each Trustee. At renewal, all districts are provided with a uniform increase (subject to the Trust’s deviation formula) that is applied to each of the district’s separate rate structures.

Wellness Program. The purpose of the SIHWIT Wellness Program is to improve the health conditions of the covered employees and dependants. This health improvement will drive lower costs for the members districts. Marquee Health, SIHWIT’s wellness partner, provides a turnkey population on health management program to all SIHWIT districts. Program services are clinically based and fully HIPAA compliant. The year-round Marquee Health program includes annual, on-site health evaluations; individualized health goals; in-person courses and online information about specific conditions; as well as full program administration, record keeping and reporting. The Marquee Health program will give your school district a proactive, proven process to help control health care costs by helping employees get and stay healthy and be accountable for healthcare costs.

• Dedicated Administrative Assistance. SIHWIT employs a Trust Administrator, Valerie Palmer, to oversee the day-to-day operations of the Trust. In addition to providing administrative assistance to the staff of the participating school districts, Ms. Palmer’s duties include helping employees with claim-related questions regarding Trust programs. Mrs. Palmer also prepares monthly financial reports for the participating school districts. The Trustees are confident that Ms. Palmer will help reduce the workload on your existing staff if your school district joins SIHWIT.
